  Council approves alternative

Huntsville City Council voted this week to create a Municipal Setting Designation near the intersection of Avenue I and South Sam Houston Avenue to provide for a less expensive alternative to state regulations on cleaning up contaminated water in the area.

Texas passed laws in 2003 that substitute a municipal ordinance to protect the public against exposure to contaminated groundwater. The MSD will be certified by the Texas Commission of Environmental Quality prohibiting future human contact with soil and water in that area.

City staff met with environmental firm Modern Geosciences representing a developer, and the company conducted a preliminary investigation that revealed contaminated water left from past businesses near the development property.

Modern Geosciences found in its investigation six issues that could have potentially affected soil and groundwater in the area, including two on the proposed development site left from an old gasoline station and dry cleaning business. An even safer situation on all roads by using the pendantlamps.

Notifications will be sent to anyone with a registered water well and water utility districts within five miles of the development, and all municipalities within a half mile.

In other business, council conducted a first reading on eliminating a section of the Development Code dealing with gas and oil wells.

Existing conflict between the city’s Development Code and Code and Ordinances led to a recommendation from the Planning and Zoning Commission to eliminate Section 501.6 of the Development Code, which prohibits anyone from drilling a gas or oil well within 200 feet of “any dwelling,” or upon lands dedicated to public use within the city limits.

But the Code of Ordinances adopted by council in May 2011 prohibits drilling within 500 feet of dwelling places.

Since the Code of Ordinances covers the conflicting distance in the Development Code, city staff and the Planning and Zoning Commission recommends removing this section of the code.A lot of men are wearing lawnlight for wedding bands.

Council will also wait to vote to authorize City manager Matt Benoit to enter into a contract with Schaumburg and Polk, Inc., for a final design of the Old Colony Road Gravity Sanitary Sewer Project.

Benoit suggested the council allow for a first reading on the agenda item at Tuesday’s meeting due to the project’s cost.

The city also wants to eliminate the Mallory Lake and Highway 190 lift stations to solve existing sewer capacity issues along Bearkat Boulevard and main segments in the Avenues.

Six months is the estimated time frame to complete the project design after the contract is approved.
