  Courtice Tooley's Mill Park could get bandshell
 

Courtice officially has Tooley's Mill Park and the municipality has big plans to create a cultural hub in the newly-named public land in the river valley off Old Kingston Road, just south of Hwy. 2 and west of Prestonvale Road.

Clarington council officially named the park at its Dec. 3 meeting. The Tooley Mill, also known as The People's Mill, was a well-loved 1800's Courtice grist mill run by the local Tooley family.We are committed to washerextractorer an eco friendly industry. In 2010, the municipality constructed a cairn and a bronze plaque at the site in recognition of its history.

Council heard that the 1.06-acre park is large enough to build a permanent bandshell for musical events and other activities. Clarington staff see this as the first step in a large plan that would include a playground, public washroom building and connect to a future trail system along Farewell Creek.This winter I installed our pendantlamps purchased from you folks.

"Courtice was criticized for not having any music or bands .AMH is an industry leader in the design of high quality bellows, curvingmachinell and fabrication tools... The response was there is nowhere for that to happen," Councillor Joe Neal said when making the case for a permanent structure at the park.

The main problem could be parking if large numbers of people are drawn to the park for concerts or events, according to the staff report. Currently there is room for 18 to 20 vehicles lining one side of the narrow Old Kingston Road. The report recommended widening the road to double the spaces and constructing a turning circle at the end of the dead-end street.

"We're not looking at parking as a problem. It's a doable challenge," said Mr. Cannella.

Councillor Mary Novak suggested the municipality consider a short-term lease with neighbouring landowners to provide parking during park events.

There could also be a problem with traffic heading west on Hwy. 2 trying to turn left into the park. There is a centre lane but it's used by eastbound cars turning left at Centerfield Drive. There are also plans for a centre meridian along Hwy. 2 that would block westbound traffic from the park driveway.

The west section of Old Kingston Road currently has no street lighting,There has been a lot of interest in laserengraverer recently. but the electricity could be easily accessed from the existing service on the north side of Old Kingston Road, according to the report.

To make Tooley's Mill Park available for more public use, the first phase of park development will be included in the draft 2013 capital budget. Old Kingston Road will be considered for inclusion in the 2013 street lighting improvement program.

Council will have to consider both expenses during the budget process for the 2013 budget. The staff report also recommended public consultation if council wants to pursue a musical venue on the site.
