About who will control the process of getting the lights back on. About whether the city will retain enough "ownership" of the system. About outsiders and their motives.

It's like a bad joke: How many Detroiters does it take to change a light bulb? But, yes, all of these things are tripping up lawmakers in their effort to create a new lighting authority that could begin replenishing and replacing the nearly 40% of city street lamps that have gone dark.

All over the city,Find table lamps, automobileledlamps, and more for any room in the house. people live in a modern-day Cimmeria, the mythical Greek land of darkness and deep night. It's dangerous and dispiriting, a cardinal sign of the city's failure to deliver even the most basic services.

But the debate so far in Lansing has been about everything except light. And the principal holdouts right now? They're representatives from Detroit, if you can believe it.

Before we get to that, though, I need to give some credit where it's due. Since spring, I've been writing about the lights on E. Lafayette Blvd., which have been out since at least last October.

"These lights were fixed as part of Mayor Bing's initiative to fix as many lights before daylight saving time in November -- with or without a municipal lighting authority," chief operating officer Chris Brown said in a statement. It wasn't cheap, either. The lights were out because of stolen circuit coils, and the only fix was a circuit conversion that cost $5,000 per light.

The city expects to complete fixes in other areas, such as east and west Outer Drive, and East and West Grand Blvd., soon. But this isn't the long-term solution.

"Unfortunately, lights go off as quickly as we fix them," Brown continued. "Again, we really need the legislation (for the lighting authority) so the city can get all the lights on a single, modern standardized system."

The proposed lighting authority has hit every imaginable snag, and none of them had to do with lighting itself.

The bill's sponsor, Detroit Rep. Maureen Stapleton, squabbled with Bing over who'd decide how and where lights get repaired. Bing rightfully wanted to align light fixes with his plans for revitalizing neighborhoods; Stapleton wanted authority members to make that call. The current bill strikes a compromise that is acceptable to both sides.

Out-state legislators initially fussed about the plan's reliance on utility and income tax revenues to pay off bonds, insisting that the city hold to its promises to continue to reduce the income tax rate. High taxes are an important issue in Detroit -- but isn't the darkness a much more sinister disincentive to living in the city?

Finally, Senate Majority Leader Randy Richardville has lined up enough GOP and Democratic votes to get the legislation passed next week. Some are upset that the governor and state Legislature might get appointments to the city's lighting authority. Others object to the idea of an authority taking over a city department -- an old, and very tired, objection that is being levied by state Sen. Coleman Young II, who generally opposes all authorities.
